"An Act relating to education programs on consumption of alcohol              
and to revocation of a driver's license for illegal consumption of             
alcohol; and providing for an effective date."                                 
                                                                               
and recommends it be replaced with:                                            
                                                                               
CS FOR HOUSE BILL NO. 299(FIN)                                                
"An Act relating to revocation of a driver's license for illegal              
possession or use of a controlled substance or illegal possession or           
consumption of alcohol; to fees for reinstatement of a driver's                
license; and providing for an effective date."

A House Finance Committee letter of intent for CSHB 299(FIN),                  
signed by Representatives Larson and MacLean, Co-chairs, appears               
below:                                                                         
                                                                               
"It is the intent of the Alaska Legislature that new general fund              
program receipts provided by increases in the driver's license                 
reinstatement fee be divided equally between the Department of Public          
Safety and the Department of Health and Social Services.  The new              
program receipts received by the Department of Health and Social               
Services should be used for alcohol and drug abuse prevention and              
treatment programs specifically targeted at youth."
